Dennis van Zoelen is Counsel Pillar Two at Quantera Global with more than 25 years of experience in international tax. He specialises in Pillar Two, international tax, tax reporting and tax accounting, combining extensive technical expertise with hands-on experience in implementing complex tax requirements within multinational organisations.
Dennis has been associated with Quantera Global as Counsel Pillar Two since February 2026. In this role, he supports Quantera Global and its clients on specific Pillar Two matters where his specialist expertise is required.
Alongside his role with Quantera Global, Dennis is active as an independent international tax professional. He advises businesses on areas including Pillar Two, international tax management, tax accounting, tax reporting and transfer pricing.
Dennis spent more than eleven years at Shell, where he held several senior international tax positions. From 2021 to 2025, he served as Global Tax Lead for Pillar Two, leading a global team responsible for assessing and implementing Pillar Two from a strategic, systems, data and compliance perspective. In this role, he also represented the business community in the OECD Business Advisory Group.
Earlier in his career, Dennis spent almost thirteen years at Deloitte, ultimately as International Tax Senior Manager, advising multinational organisations on international tax, tax accounting and reporting.
Dennis has been closely involved with Pillar Two from its development through to its practical implementation within multinational organisations.
At Shell, he led a global team of tax specialists assessing the impact of the rules across tax strategy, systems, data collection, reporting and compliance. This gives him a broad perspective on the challenges multinational groups face when moving from technical analysis to actual implementation.
Through his counsel role at Quantera Global, Dennis brings this experience to specific client matters where additional senior Pillar Two expertise is required.
